What to build

After a human evaluates the bounded test run, enable normal classification for new Communications and run controlled batches over historical Communications. Preserve the same fail-closed review behavior and approval-only business writes.

Acceptance criteria

A human can explicitly authorize transition from test mode to normal new-message classification.
Historical backfill runs in observable, restartable batches and never duplicates a Classification Decision for the same processing pass.
Backfill does not execute Proposed Change Sets automatically.
Run status reports processed, review-required, failed, and remaining Communications.
