What to build

Deliver the human approval path for Review Items generated from Communications: users can inspect source evidence, approve or reject an individual proposed change, execute only approved changes, and review the retained decision history in Streamlit.

Acceptance criteria

Review Queue UI shows pending Intake and Proposed Change Set decisions with their Communication evidence and rationale.
Users can approve or reject individual Proposed Changes; rejected changes are retained in audit history.
Only explicitly approved changes are executed, and execution outcomes are visible in the UI and API.
No review action can bypass the Proposed Change Set approval constraint.
Integration coverage verifies approve, reject, execute, and audit-history behavior.
